I don't think there are any limitations regarding other applications installed on the hypervisor, just other roles because I don't know if MS would have any way to program for that possibility to any usable degree. So, Installing Veeam might have been fine, if Veeam didn't try to install any roles to support itself. That does appear to be the case if the Veeam installation caused IIS to be installed. It is my understanding that, to take full advantage of VM licensing, the hypervisor cannot hold any other roles than Hyper-V.
